President Bola Tinubu has approved the establishment of the Civil Service Commission (CSC) in the FCT Administration, according to FCT Minister Nyesom Wike. The announcement was made in Abuja on October 13th. Wike expressed regret that the lack of a commission had made it impossible for directors in the FCTA to be Permanent Secretaries. The president has also given approval for the establishment of the Women's Affairs secretariat, which will be commissioned the following week.

Lagos delivered 3,500 housing units, says commissioner
Lagos State Commissioner for Housing, Moruf Akinderu-Fatai, has said that the government has delivered 3,500 housing units of a proposed 7,000 units across three estates in Eti-Osa Local Government. Akinderu-Fatai attributed delays in the completion to fluctuating prices of construction materials due to forex. He expressed hope that contractors will return to the sites for speedy completion of the projects. The housing schemes are aimed at low-income earners, and the commissioner warned that beneficiaries of the Rent-to-Own schemes who did not occupy the houses would have their money refunded to allow others to occupy the houses. The state has also committed to regulating private estate providers through Lagos State Real Estate Regulatory Authority (LASRERA), with plans to establish LASRERA offices in all local councils.

FG trains Plateau farmers in crop certification
The National Agricultural Seed Council, on behalf of the Federal Government, has commenced training for farmers and other stakeholders in quality assurance and crop certification to improve food security in Nigeria. The training project is being carried out across the country under the Programme for Seed System Innovation for Vegetatively-propagated crops in Africa. The training aims to enhance the efficiency of targeted crop seed systems and rid the country of adulterated agricultural seeds. The acting Director General of the National Agricultural Seed Council, Dr Khalid Ishiaku, stated the challenge in Nigeria is getting vegetatively propagated crops into the formal certification system, which is why the training is being conducted for field inspectors and third-party certification officers to help in the certification process and bring it closer to the farmers.

The Ekiti State Government has joined forces with the United Nations Habitat to create structure plans for the state's urban renewal drive. DG seeks finance models on climate change
Dr. George Nwangwu, the Director General of Global Centre for Law Business and Economy, has urged stakeholders to develop financing models for climate change in Nigeria and Africa. Nwangwu made the call at the 2023 Climate Change Forum, where he noted that Africa lacks the resources to fund its energy plans and requires $200 billion annually to meet its energy transition needs. He added that private capital is crucial, in addition to concessionary financing, and that financing models are required to enable Africa to meet its commitment. The Central Bank of Nigeria has announced that importers of all 43 items previously restricted from accessing foreign exchange on its official platform are now allowed to purchase foreign exchange in the Nigerian foreign exchange market. The apex bank will continue to promote orderliness and professional conduct by all Nigerian foreign exchange market participants to ensure market forces determine exchange rates on a willing buyer-willing seller principle. As part of its responsibility to ensure price stability, the CBN will boost liquidity in the Nigerian foreign exchange market by interventions from time to time, but as market liquidity improves, these interventions will gradually decrease.

UK varsities seek NUC’s approval to operate in Nigeria
The London Academy Business School and the University of Sunderland are in the process of seeking approval from the National Universities Commission (NUC) to run degree programmes in Nigeria. A delegation from the University of Sunderland met with the acting Executive Secretary of the NUC to discuss the partnership. The President/Director of Studies at London Academy Business School stated that the visit was to gain recognition for the programmes, rather than accreditation, so students could go on to study in Nigeria and participate in the National Youth Service Corps. The partnership aims to address the issue of limited university admissions in Nigeria, with only 700,000 students gaining places out of two million applications each year.
