On September 27th, the International Think Tank Forum in Commemoration of the 40th Anniversary of China's Reform and Opening-up was held in Shenzhen. It was co-hosted by Counsellors' Office of the State Council of the People's Republic of China and the People's Government of Shenzhen Municipality. Prof. Liu Jisen, Executive President of IAS, GDUFS, attended the forum.
More than 280 guests from 16 domestic and overseas organizations attended the forum. They discussed about great achievements made in the reform and opening up over the past four decades, the experience drawn from the reform and opening up, the establishment of open world economy and industrial cooperation, as well as the promotion of "Belt and Road" Initiative.
Zhang Yantong, Deputy Director of Counsellors' Office of the State Council of the People's Republic of China, said that China would further implement the policy of reform and opening up, and promote the establishment of a new type of international relations and a community of common destiny.
Yang Hong, member of the Standing Committee of the People's Government of Shenzhen Municipality, stated that Shenzhen would implement the thought on socialism with Chinese characteristics for a new era proposed by President Xi, promote the development of Guangdong-Hong Kong-Macao Greater Bay Area, and set up great platforms in response to the further implement of reform and opening up.
Long Guoqiang, Deputy Director of Development Research Center of the State Council, thought that China were supposed to adhere to the policy of reform and opening up, advocate "Belt and Road" Initiative, promote the establishment of free trade zone and form a new pattern of comprehensive opening up.
There were two keynote speeches in the form of a round table. Three parallel sub-forums were held, whose themes were "to promote the establishment of a community of common destiny", "to promote the establishment of open world economy and industrial cooperation" and "to promote the cooperation between think tanks and the media" respectively.
Guests, home and abroad, shared their ideas on management disagreement, enhancement of mutual trust, development and cooperation; how to maintain the multilateral trading system, to promote economic globalization, and to strengthen the exchange among global think tanks, etc. Their insights were inspiring and their proposals were constructive and useful.
Parallel Sub-forum 1: To Promote the Establishment of A Community of Common Destiny
Background: The goal of diplomacy with Chinese characteristics is to promote the establishment of a new type of international relations and a community of common destiny. The report of the 19th National Congress of CPC clearly defines "a new type of international relations" as a type of relations which pursues "mutual respect, fairness and justice, cooperation and mutual benefit", and it defines "a community of common destiny" as a world with "lasting peace, universal security, common prosperity, openness, tolerance, cleanliness and beauty".

Parallel Sub-forum 2: To Promote the Establishment of Open World Economy and Industrial Cooperation
Background: Trade plays an important role in poverty alleviation, sustainable development and economic globalization. Nowadays, the rise of unilateralism, isolationism and trade protectionism has seriously affected multilateralism and the multilateral trading system and rules. It has also intensified the instability and uncertainty of global economy. It's essential to maintain a rules-based, universal, open, transparent, predictable, inclusive, non-discriminatory and fair multilateral trading system. China has constantly promoted multilateralism and maintained the multilateral trading system and rules.
